Child Welfare Class Action Litigation

Expert consulting in all phases of class action litigation (pre-trial/pre-settlement; during negotiations; and post adjudication/settlement).  Julie has particularly unique expertise in the context of class action litigation, with first-hand experience with all three facets of litigation (monitor, plaintiff and defendant).  Julie served on monitoring teams at the Center for the Study of the Social Policy (CSSP); she was the policy director at plaintiffs’ organization Children’s Rights; and she has worked in and with child welfare systems in jurisdictions facing litigation and operating under court oversight. 

Developing and implementing structures that facilitate effective and efficient program operations to meet children, youth and families’ needs and produce positive results.

Designing, funding and launching new programs and services for children, youth and families. Engaging youth and families in program design and assessment.  Leveraging public-private partnerships to launch and scale programs.  

Project Management

Developing project plans and tracking structures with clear targets, timelines and lines of responsibility.

Developing and implementing systems to track process and outcome measures and participant feedback and using that information in a structured process to improve services.
